The generator has static rotors serving as accretion plates (3) in a form of a printed board. The accretion plates are provided with 12 segments, which are subdivided in a capacitive region and an induction region, where the induction region accommodates high voltage electrons of cathode-electrodes (13). The capacitive region stores the high voltage electrons, which are released to mass electrodes (10) by a coulomb force. The accretion plates are fastened with a ball bearing (9) in a diamagnetic deflection axis.
