PROBLEM TO BE SOLVED: To provide a method of efficiently manufacturing a developing roller which does not form or hardly forms a speckled pattern on an image, and the developing roller which does not form or hardly forms the speckled pattern on the image. SOLUTION: At least carbon black and resin particles are arranged in raw material resin, wherein the carbon black is dispersed in raw material resin liquid to a≤1.5μm degree of dispersion and a surface layer is formed of the raw material resin liquid such that Tg of a cured body from the raw material resin liquid is -40 to 0°C.
