PROBLEM TO BE SOLVED: To provide a developer amount regulating blade by which charge is sufficiently applied to toner by the application of developing bias so as to obtain high image density, reversely electrified toner is hardly caused over a long term, the deterioration of the toner is restrained to be little and a more excellent image is obtained. SOLUTION: In the developer amount regulating blade installed to abut on a developer carrier and regulating the amount of developer conveyed out from a developer container by the developer carrier, at least its abutting part on the developer carrier has constitution obtained by laminating a blade member whose thickness is≥10μm and≤100μm through an adhesive layer on a supporting member. The blade member is composed of thermoplastic elastomer composition containing carbon whose DBP oil absorption is≥300 cm<SP>3</SP>/100 g and a block copolymer including polyether structure.
