PROBLEM TO BE SOLVED: To provide an image forming apparatus for maintaining excellent image characteristics over a long period without dielectric breakdown of a photosensive layer when deleting a transfer memory, and to provide an image forming method using it. SOLUTION: A charging means is a contact type charging means, and a uniformalizing means for averaging particles of the surface of an electrophotographic photoreceptor is arranged between a charging means and a discharge means. The uniformalizing means includes: a conductive brush being in contact with the surface of the electrophotographic photoreceptor; and a reciprocating means for reciprocating the conductive brush in a direction orthogonal to a rotation direction of the electrophotographic photoreceptor, and electrically connected with a voltage applying means for applying a voltage on the conductive brush. In a period for stopping the conductive brush and the electrophotographic photoreceptor, the maximum value ¾V<SB>1</SB>¾ of the applied voltage by the voltage applying means is smaller than dielectric breakdown voltage ¾V<SB>2</SB>¾ of the electrophotographic photoreceptor.
