PROBLEM TO BE SOLVED: To provide an image forming apparatus for maintaining excellent image characteristics over a long period by lessening the occurrence of charge irregularity and transfer memory when employing a contact charge system, and to provide an image forming method using it. SOLUTION: In the image forming apparatus sequentially arranging a charging means, a developing means, a transfer means and a discharge means around an electrophotographic photoreceptor, a charging means is a contact type charging means and a uniformalizing means for averaging particles of the surface of the electrophotographic photoreceptor is arranged between a charging means and a discharge means. The uniformalizing means includes: a conductive brush being in contact with the surface of the electrophotographic photoreceptor; and a reciprocating means for reciprocating the conductive brush in a direction orthogonal to a rotation direction of the electrophotographic photoreceptor. A voltage applying means for injecting a current from the conductive brush to the surface of the electrophotographic photoreceptor is electrically connected to the reciprocating means.
