PROBLEM TO BE SOLVED: To provide a substrate for a display panel with which the increase in connection resistance of an IC chip and diodes for latch up suppression can be suppressed when the IC chip is mounted on the substrate, and a display device using the same. SOLUTION: The active matrix substrate (the substrate for the display panel) 1 is equipped with a plurality of active elements, a driver IC 5 for driving these and a boosting circuit (power source IC 7) for applying a boosted voltage to the driver 5, in which the diodes 8a to 8c for suppressing the occurrence of the latch-up in the boosting circuit are monolithically formed on the active matrix substrate 1.
