PROBLEM TO BE SOLVED: To provide a safe and easy-to-use skin care cosmetic product which improves a skin cleaning effect of salt, keeps a moisturizing effect, a skin massaging effect, and a blood circulation promotion effect while giving no damage to the skin even when rubbing a salt particle-containing cosmetic product into the skin or on application thereof to the skin with massage; and a process for producing salt particles having a particle size regulated suitably as a raw material for the skin care cosmetic product. SOLUTION: The skin care cosmetic product contains fine salt particles, preferably, fine salt particles obtained from solar salt, rock salt, or salt originating from solar salt or rock salt, having an average particle size of 20μm or smaller. The production process for the fine salt particles comprises pulverizing, using a pulverizer 1 in which two or more impellers 3a, 3b comprising a plurality of pulverizing blades 4a, 4b and each having a rotary shaft on the same axis are arranged in one casing 2, a raw material salt introduced into the casing 2 while rotating the two or more impellers 3a, 3b in the same direction or opposite directions so as to have an average particle size of 20μm or smaller.
