PROBLEM TO BE SOLVED: To provide a monitoring system capable of collecting monitoring information from a monitoring apparatus located at a place without the need for providing a server apparatus and setting the address of the other apparatus.

SOLUTION: A monitoring terminal 5 requests the monitoring apparatus 5 to transmit a monitoring program (step S101). The monitoring apparatus 2 transmits the monitoring program stored in its storage section to the monitoring terminal 5 in response to the transmission request (step S102) and further transmits setting information stored in the storage section (step S104). The monitoring terminal 5 executes initializing processing required for executing the monitoring program such as the start of the monitoring program and the reading of the setting information (step S106).
