PROBLEM TO BE SOLVED: To provide a composition for a water-based coating material capable of providing a coated film exhibiting high adhesion to a plastic base material, and having water resistance, alcohol resistance and chemical resistance even by a water-based material without using an organic solvent, and capable of stably sustaining the quality under preservation; to provide a method for producing the coating material; and to provide the coated film formed without problems on occupational safety and health by eliminating the risk of fire and explosion, in high safety on the health while reducing the problems of environmental pollution. SOLUTION: The composition for the water-based coating material comprises a hydrazide group-containing multistep polymer obtained from a multistep polymer comprising (A) a core polymer having a specific composition and (B) a shell polymer having a specified composition, and a hydrazide compound having two or more hydrazide groups.
