A PIC(Personal identification card) vehicle system having a trunk reopen function and a method operating thereof are provided to open a trunk even when a smart key is an obstructed area by a PIC ECU(Electronic control unit) increasing an output of a LF challenge signal of trunk antenna and opening a trunk in response to a RF response signal of the smart key responding to the LF challenge signal when a trunk switch has been repeatedly switched for a predetermined number of times. A PIC(Personal identification card) vehicle system having a trunk reopen function comprises a trunk antenna(24) installed inside a trunk and generating a LF challenge signal so as to let a smart key inside the trunk to respond, a trunk switch(25) generating a smart key detecting signal after the trunk switch has been switched a predetermined number to request higher output of LF challenge signal, an indoor antenna(22) and a package tray antenna(23) generating a silent telegram preventing the smart key from responding to the LF challenge signal, and a PIC ECU(Electronic control unit,21) generating increased output of the LF challenge signal depending on the smart key detecting signal of the trunk switch, and opening the trunk depending on a RF response signal from the smart key inside the trunk responding to the LF challenge signal. An external receiver(26) receives the RF response signal of the smart key and transmits the signal to the PIC ECU. The smart key detecting signal is generated when the trunk switch is turned on or off 5 times repeatedly. The PIC ECU only opens the trunk if an id extracted from the RF response signal matches the registered id.
