PROBLEM TO BE SOLVED: To provide an insulating wire capable of effectively preventing generation of partial discharge, preventing deterioration due to heat generation, and superior in mechanical characteristics and an electric coil using this. SOLUTION: The insulting wire 1 comprises a conductor 2, an insulating layer 3 formed on the conductor 2, and a semiconductive layer 4 formed on the insulating layer 3. This semiconductive layer 4 is constructed of a mixture of resin and carbon black. The surface resistance of the semiconductive layer 4 is established at 108Ωor more and less than 1012Ω. As a result, generation of partial discharge can be prevented effectively. Furthermore, deterioration of the surface of the insulating wire 1 due to heat generation can be prevented effectively, and mechanical characteristics (flexibility) of the insulating wire 1 can be improved.
