PROBLEM TO BE SOLVED: To provide a plasma display panel which has a low power consumption and a high reliability. SOLUTION: A borazine polymer which is a polymer of molecules in which boron nitride is arranged similar to a benzene structure or a borazine-silica compound polymer made by reation of borazine and a cyclic silica compound with an alkyl group under platinum catalyst, either having a relative dielectric constant of 2.5 or less, is used for a dielectric layer on a front face glass substrate.
