PROBLEM TO BE SOLVED: To provide a manufacturing method of a cushion pad, by which a hook-and-loop fastener and a cushion pad are prevented from being easily separated from each other. SOLUTION: The manufacturing method is employed to mold a cushion pad embedded with an anchor portion 19 of the hook-and-loop fastener 3. In the manufacturing method, engagement between a first engaged portion on one end side of a cover member 14 and a first engaging portion on one end side of the hook-and-loop fastener 3 is released, a first cover member portion 22 on one end side of the cover member 14 is separated from a first hook-and-loop fastener portion 23 on one end side of the hook-and-loop fastener 3, the first cover member portion 22 is overlapped with a second cover member portion 24, the first hook-and-loop fastener portion 23 is separated from a second hook-and-loop fastener portion 25 so as to house a strip 15 in a strip-shaped storing groove 17, and a divided section 25M of the second hook-and-loop fastener portion 25 is exposed so as to foam an undiluted solution of a foaming resin, thus the cushion pad is partially integrated with the divided section 25.
