PROBLEM TO BE SOLVED: To economize the drive energy of a cooling device regarding the device and a method controlling the degree of cooling of the cooling device cooling a substance to be cooled. SOLUTION: A temperature sensor 5 detects the temperature T of a semiconductor device fitted in a DC-DC converter 4. A car controller 11 brings the quantity of a refrigerant for the cooling device 6 to H (High) when the detecting temperature T reaches a first fixed temperature T1 or more, and brings the quantity of the refrigerant for the cooling device 6 to L (Low) when the detecting temperature T reaches a second fixed temperature T2 or lower (T2<T1). The car controller 11 changes the quantity of the refrigerant for the cooling device 6 from H to L even when a fixed time passes after the detecting temperature T reaches the first fixed temperature T1 or lower under the state in which the quantity of the refrigerant for the cooling device 6 is H.
