PROBLEM TO BE SOLVED: To provide an electrolytic water generator and an electrolytic cell which can stably electrolyze electrolyte-rich hard water, and electrolyte-extremely poor water, such as pure water, to easily obtain desired electrolytic water, and causes no salt damage. SOLUTION: The electrolytic water generator 1 comprises the electrolytic cell 2 having an anode 2a and a cathode 2b disposed on the opposite sides of a diaphragm 2c, and comprising a first supply port 2e for supplying water to be electrolyzed to either of the anode and cathode sides, a second supply port 2d for supplying electrolytes and circulating water to the other, a first discharge port 2g for discharging water electrolyzed in the electrolytic cell 2 after being supplied from the first supply port into the electrolytic cell 2, and a second discharge port 2f for discharging the electrolytes and circulating water supplied from the second supply port, a power source 4 for applying direct-current voltage to the anode and cathode in the electrolytic cell, a first supply means for supplying the water to be electrolyzed to either of the anode and cathode sides, and a second supply means 3 for supplying the electrolytes and circulating water to the other.
