<P>PROBLEM TO BE SOLVED: To keep usual performance even if the amount of an expensive catalyst is decreased by enhancing a catalyst utilization efficiency by forming a catalyst layer having high gas diffusion capability and high drain capability, in an electrode for a fuel cell. <P>SOLUTION: Mixing components are mixed and dispersed with a sand mill to prepare paste (S10), prepared cathode catalyst paste is applied to a PTFE sheet so that the target Pt amount per unit area can be obtained with a doctor blade (S11), the coated sheet is dried at 50°C (S12), catalyst paste A is applied to the catalyst coated film so that the target Pt amount per unit area can be obtained with a doctor blade (S13), and they are dried at 50°C to manufacture a cathode transfer sheet (S14). Similarly, an anode transfer sheet is manufactured (S15, S16, S17). An ion exchange membrane is interposed between the anode transfer sheet and the cathode transfer sheet, and the catalyst layers are transferred with a hot press to manufacture a membrane electrode assembly (S18).
