<P>PROBLEM TO BE SOLVED: To prevent the risk of contacting an electrical path when performing connection work of taking a voltage, while carrying a portable monitoring device, as it is, measuring a leak current or power utilizing a voltage cable. <P>SOLUTION: A sheet magnet 25 and detection switches 14a, 14b are provided on a back surface of a housing case 24 and a noncontact proximity switch is provided on the front surface.
