PROBLEM TO BE SOLVED: To solve the problem that a television viewer has a feeling of physical disorder since a sound is delayed greatly behind a video image in a program having a small soundless signal when a device which expands an audio signal with a sound and absorbs a time delay of a reproduced sound by discarding a soundless signal is applied to a television receiver. SOLUTION: The addition value and subtraction value of input left-channel and right-channel audio signals are obtained, and when it is decided that the difference between the addition value and subtraction value is small, speed conversion processing for the audio signals is not performed, but only when it is decided that the difference is large, the speed conversion processing for the audio signals is carried out to reduce the delay of the sound behind the video image.
