PROBLEM TO BE SOLVED: To provide an ion generating device that makes it possible to reduce withstand voltage of each of elements included in the ion generating device by reducing the voltage required for generating ions, which generates only a small amount of by-products such as ozone, and which is capable of generating positive ions and negative ions efficiently. SOLUTION: The ion generating device generates ions by applying voltages to discharge sections, the device comprising: a dielectric 2; discharge electrodes 3 and 4 disposed on the front surface of the dielectric 2; and induction electrodes 4 and 6 disposed on the back surface of the dielectric 2 to be opposed to the discharge electrodes 3 and 4. The ion generating device includes, as the discharge sections, at least one first discharge section 7 for generating positive ions by applying a negative voltage to the induction electrode 4 while applying a positive voltage to the discharge electrode 3, and at least one second discharge section 8 for generating negative ions by applying a positive voltage to the induction electrode 6 while applying a negative voltage to the discharge electrode 5.
