The tool e.g. downhole tool (12), has a non-conductive sleeve (10) enclosing a sensor portion and made of a material that is transparent to the measurements e.g. magnetic resonance, being made. Inserts (14) e.g. measurement electrodes, are carried on the sleeve to enhance the mechanical properties of the sleeve and have physical characteristics different from the material comprising the sleeve. The inserts modify the resonant frequency of the sleeve. The inserts are provided on an outer surface of the sleeve, where the sleeve material is composite, plastic, or ceramic.
