<p><P>PROBLEM TO BE SOLVED: To provide a unit for recording a video signal for a longer time in a video signal recording/playback apparatus, suppressing image deterioration when displayed with a reduced code amount necessary for video recording, and similarly in video signal transmission; and to provide an apparatus efficiently transmitting the video signal with reduced transmission capacity. <P>SOLUTION: A recording/playback apparatus, includes a decoder for decoding input video signals to video frames, a decimator for decimating video frames decoded by the above decoding section, a coder for coding the video frames decimated in the above decimation section into coded video signals, and a storage unit for storing the video signals coded in the coding section.
