SOLUTION: Slices are allocated to a plurality of arithmetic processing units sequentially in a cyclic manner, and image data are simultaneously encoded and decoded in parallel by the plurality of arithmetic processing parts so as to set the processing of each of the slices to a relation where the reference macro block of a macro block under processing in each slice partially overlaps with the reference macro block of a macro block under processing in an immediately preceding slice.
