PROBLEM TO BE SOLVED: To provide a photographing apparatus and a monitoring system using the photographing apparatus in which the image of a client is rightly photographed at all the time even when the client performs an illegal transaction such as operating while covering a camera with his hand in a transaction device comprising the camera for monitoring operations of clients. SOLUTION: The photographing apparatus includes an image forming element (lens) comprising an image formation plane; optical paths corresponding to a plurality of portions to be photographed; a photographic image selecting means (half mirror) for selecting a photographic image corresponding to a portion to be photographed obtained from the plurality of optical paths and forming an image in each portion to be photographed at the image forming element; and a single image data generating means (CCD) for generating image data of the portions to be photographed based on an output of the image forming element. Thus, even when one of a plurality of photographing parts is disabled to photograph, photographing can be performed by another photographing part, so that the image of a client is rightly photographed and can be stored as a transaction history.
