PROBLEM TO BE SOLVED: To provide a cap member for manufacturing an OA roller without any problems about appearance such as running of a paint by fitting well with the paint used for coating, and to provide a manufacturing method for the OA roller using the cap member. SOLUTION: In the manufacturing method for the OA roller composed of a conductive core material, an elastic base material provided around the conducive core material and a covering film provided around the elastic base material, when the coating film is formed on a surface of the elastic base by dipping; the cap member covering all exposed parts of the conductive core material and all of an end surface of the elastic base material is mounted to the end part of the elastic member provided around the conductive core material before dipping, and then dipped in a liquid from the end part mounted with the cap member; thereby surface roughness of a shaft end side 12-1 of the roller is made smaller than the surface roughness of the other end 12-2, with respect to the cap member 12 used in the manufacturing method for the OA roller forming the coating film around the elastic base material.
