A push framework for delivering dynamic mobile contents is provided to form a dynamic application platform for adding an application to a mobile device and providing contents to the mobile device. In a push proxy(410) used for a dynamic content delivery system, a content provider registration service provider interface registers the push proxy in a content provider(412) and receives channel metadata about the content provider. A channel metadata storing unit stores the channel metadata received from the content provider. A content metadata extractor and a cache module(450) extract metadata for the push proxy from content and metadata envelopes received from the content provider and cache the metadata in the push proxy. A content fragmentation module(464) splits the content and metadata envelopes into segments. A deferred retrieval message store module(452) stores at least one segment sent from the content fragmentation module or the content envelope. A content expiry and replacement module(466) completes or replaces the contents stored in a deferred retrieval message store device. A content dependencies module(462) provides the choice of a push client in advertising services. A push scheduler(454) schedules pushing of the content envelope stored in the deferred retrieval message store device. A registration and rule module(460) maintains registration between the application and the content provider and includes a rule list for registration.
