An apparatus for discharging sludge is provided to discharge powerfully the sludge, by installing a fixing pipe on the bottom of a precipitation tank so that the fixing pipe functions as a sludge discharging pipe and a guide rail for a movable pipe assembly. A fixing pipe(23) is buried within sludge on the bottom of a precipitation tank such that the fixing pipe penetrates a wall of the precipitation tank. A movable pipe assembly(22) includes a body pipe(22a) covering the fixing pipe, and branch pipes(22b) connected to the body pipe. Each of the branch pipes has a plurality of sludge absorbing holes(h'). A plurality of rollers are installed on an inner wall of the precipitation tank. A rope is connected to the movable pipe assembly to wind on each of the rollers. A driving motor is installed on an upper side of the precipitation tank, wherein the driving motor drives the rope to reciprocate the movable pipe assembly.
