An exit and entrance controlling apparatus in security areas is provided to prevent the illegal exit and entrance by having three identification processes. An exit and entrance controlling apparatus in security areas includes a terminal for managing passers(10), a first gate(32), a second gate(42), an identification card terminal(50), a first gate opening and closing device(34), a number checking device(60), a fingerprint recognizing device(70), a second gate opening and closing device(44), a database(80), and a controlling part(100). The terminal for managing passers receives information about passers through an input device(10a). The number checking device is installed in a closed space between the first gate and the second gate, and has a weight measuring device for checking the number of passers. The controlling part controls the operation of the first gate opening and closing device by comparing the signal output from the identification card terminal with the data in the database, and controls the operation of the second gate opening and closing device to allow only one person registered in an identification card to enter the security area by determining the signals output from the number checking device and the fingerprint recognizing device.
