A fixing plate for arranging pillar reinforcing bars is provided to adjust the interval between reinforcing bars accurately when arranging the bars by arranging outer peripheries of vertical reinforcing bars through horizontal reinforcing bars. A fixing plate arranges vertical reinforcing bars(A,A') and horizontal reinforcing bars(B,B'). Height adjusting supporters(20,20') are installed on the lower side of a '+'type base frame(10). Horizontal interval adjusting reinforcing bar fixing clips(12,12') are guided on guide rails(11,11') installed on the upper side of the base frame. Horizontal parts(A1) are fixed to the fixing clips. Vertical parts(A2) of the vertical reinforcing bars are arranged by the horizontal reinforcing bars such that the height and the interval between the vertical reinforcing bars are adjusted. Slide steels(13,13') are inserted into the front ends of the base frame.
