A waste collecting facility having a safety function is provided to preclude a child from falling into the collecting pipe or being stuck in the facility by precluding a safety plate from being rotated when sensing signals from sensing members are input to a control unit. A waste collecting facility having a safety function comprises a body, a control unit, and a plate(44). A safety plate(40) is mounted to be rotated and is connected with a speed reduction motor. The control unit controls the speed reduction motor rotating the safety plate. The plate is installed on the safety plate for see-saw movement. Sensing members(42) are fixed to the safety plate and connected with the control unit to sense approach of the plate. The speed reduction motor is controlled to stop the rotation of the safety plate and an inlet is opened when sensing signals from the sensing members are input to the control unit.
