The device includes an integral pump for circulating the substance in the liquid in which it is being dissolved. The pump is used to generate a flow of the substance from a reservoir into the liquid and so that the liquid pumps the substance into another reservoir containing this liquid. The pump can be a plunger (8) housed inside a cylinder (13), both the plunger and cylinder being provided with valves (6, 9).
