An energy-saving heat exchanger is provided to extend air passing time via zigzag paths between heating fins, and circulating-rising via rotation paths and inclination inducing plates in a heating fin block, thereby realizing even contact between the air and tubes, preventing scaling of the tubes, and improving heat exchange efficiency. An energy-saving heat exchanger includes tubes(2) arranged in the shape of tubular element and heating fins(3) surrounding the entire tubes, forming a heating fin block(30). In the heating fin block, the heating fins are connected to each other for slow zigzag movement of air via paths between inlet parts and outlet parts. Inclination inducing plates and rotation paths are formed around folded parts between the tubes and the heating fins for circulating and rising of the air, wherein the air rises through circulation of twice or more. A compressor(9) is mounted in the heat exchanger, and a motor(12) provided with a propeller fan(11) is mounted at a side of the compressor via a frame(10).
