<P>PROBLEM TO BE SOLVED: To enable a provider of program data to know user information by efficiently using a network in a TV broadcasting system, a television receiver with a built-in hard disk, a video player, and a television receiver. <P>SOLUTION: A server has a HDD in which the encrypted program data and decryption key data for decrypting the program data are recorded and a television has a HDD for recording the program data, etc. First, the television and the server perform line state confirmation processing for confirming a load of the network (S1) and the server transmits the encrypted program data which is recorded in the HDD of the server to the television (S2). Then, after receiving the encrypted program data (S3), a microcomputer for controlling the television records the encrypted program data in the HDD of the television (S4).
