<P>PROBLEM TO BE SOLVED: To minimize battery consumption, and to promptly report security information to a driver when an abnormal condition due to a theft action is detected. <P>SOLUTION: An alarm control portion 10 stores security information of an occurrence reason and occurrence date and time when abnormal conditions such as abrupt vibrations due to the theft action is detected, in a memory device 12 on the basis of signals from theft action detecting sensors 11 equipped with an impact sensor and the like for detecting abnormal vibrations generated on a vehicle body.
