PROBLEM TO BE SOLVED: To almost uniformly clean the entire surface of an optical effective range of an optical element in the case of eliminating foreign substances on the surface of the optical element and cleaning the surface of the optical element. SOLUTION: This image pickup device comprises an image pickup element 15 for photoelectrically converting a subject image and a foreign substance eliminating device 20 for eliminating foreign substances attached to the surface of the image pickup element or a face to be cleaned being the surface of an optical element 14 arranged closer to a subject of the image pickup element, wherein the foreign substance eliminating device is provided with a band-shaped or bar-shaped foreign substance elimination member 31 arranged across the face to be cleaned, first and second support members 27 and 28 for supporting both ends of the foreign substance elimination member, and driving parts 22 and 23 for moving the first and second support members at the same speed in order to make the foreign substance elimination member move parallelly along the surface of the face to be cleaned.
