PROBLEM TO BE SOLVED: To solve the problem wherein a large amount of processing is required for the selection of cameras for observing an object to be detected, by which an area to be photographed or a point to be observed is thoroughly photographed by the remaining cameras, concerning a device for adjusting the photographing areas of the plurality of camera terminals, observing and tracking the object to be detected, and thoroughly observing the area to be photographed or the point to be observed. SOLUTION: The camera terminals respectively include at least a margin calculating means 204 for calculating a margin, based on a photographing area position in enlarging the maximum photographing area, while keeping a condition to restrict the photographing area adjustment of the self camera terminal in thoroughly photographing the area to be photographed or the point to be observed, and then, determine the selection of the cameras for observing and tracking the object to be detected, based on the margin calculated by the margin calculating means 204.
