PROBLEM TO BE SOLVED: To alleviate a calculation load more than conventional devices even though a plant model is a secondary or higher delay system including dead time. SOLUTION: While a plant model for simulating a control object (catalyst+downstream side exhaust gas sensor) is approximated by a secondary delay system including dead time, the secondary delay system is split into two primary delay systems, and then discretized and combined to be approximated. The model parameter is identified so as to bring close to zero the identification error which is the difference between the plan model output when inputting the input of the control object and actual output of the control object. On the basis of the change in a part of information on the dead time included in the identified model parameter, the dead time is estimated so as to approach the actual dead time of the control object.
