PROBLEM TO BE SOLVED: To provide a sulky rice transplanter capable of operating a seedling planting device clutch and a seedling transferring belt clutch without turning around to the rear side while sitting on a seat of a travelling vehicle, and preventing from adding unreasonable tensile stress and compression stress on a cable extended along an upper link. SOLUTION: An operating lever (120) operating the seedling planting device clutch and the seedling transferring belt clutch is equipped near a seat (12) of a travelling vehicle (2). And a base of the operating lever (120) is set near a rotation support point of an upper link (100) in the side view, the operating lever (120) and the seedling planting device clutch are connected through a seedling planting device clutch operating cable (121) extended along the upper link (100), and the end part of a seedling planting clutch side of the seedling planting device clutch operating cable (121) and the seedling transferring belt clutch are connected through a seedling transferring belt clutch operating cable.
