PROBLEM TO BE SOLVED: To provide a wire holding structure capable of stably holding a wire even when torque is generated in the wire, and to provide a wire holder. SOLUTION: The wire 25 held by this wire holding structure is provided with a core wire 25a and an insulating cover 25b for covering the core wire 25a, and is used for connecting a terminal fitting to an end thereof. The wire holding structure is structured to hold the wire 25 with the terminal fitting housed in a connector housing, and has this wire holder 30 equipped with a second cover part 50 jointed to the circumference of the insulating cover 25b of the wire 25, and an annular wire holding part 33 arranged around the second cover part 50.
