PROBLEM TO BE SOLVED: To provide a heating device which is a heating device using electromagnetic induction using a heating rotator and can improve efficiency of induction heating by preventing magnetic flux from being discharged and improving efficiency when the heating rotator exceeds a curie point, and an image forming apparatus. SOLUTION: The heating device 1 having the heating rotator 10 having an electromagnetic induction heating member 11, a magnetic flux generating means 15 of applying magnetic flux to the electromagnetic induction heating member 11 to generate heat, and a pressing member 30 which abuts against the heating rotator 10 is provided with a magnetic flux capturing means 50 of capturing magnetic flux passed through the electromagnetic induction heating member 11 with magnetic flux generated by the magnetic flux generating means 15 by using the electromagnetic induction heating member 11 almost at the curie point.
