PROBLEM TO BE SOLVED: To obtain an electrifying roll capable of preventing defective electrification by suppressing a resistance ratio of each end part of the electrifying roll to the center side thereof from being increased, to obtain the manufacturing method of the electrifying roll and an image forming apparatus equipped with the electrifying roll. SOLUTION: The average layer thickness of a surface layer 44 in an area A from a position of 3% to a position of 10% in terms of axial length of the surface layer 44 from the end part of the discharge area of the surface layer 44 is made larger than the average layer thickness of the center side thereof. Consequently, the resistance ratio of each end part of the surface layer 44 of the electrifying roll 13 to the center side thereof is prevented from being increased due to such a situation that the resistance of each end part increases more rapidly than that of the center side because of the long use of the image forming apparatus.
