PROBLEM TO BE SOLVED: To provide an illuminating optical system capable of emitting a luminous flux from a light source in all directions, 360°, the optical system being designed so as to be compact, bright and to ensure efficient illumination. SOLUTION: The illuminating optical system emits a luminous flux from the light source 2 in all direction, 360°. The illuminating optical system includes a refracting optical system 3 that is rotation symmetrical around a center axis 1 passing through the light source 2. The luminous flux emitted from the light source 2 is refracted by the refracting optical system 3 within a cross-section including the center axis 1, and illuminates the limited area 4 of the cross-section including the center axis 1.
