<P>PROBLEM TO BE SOLVED: To provide an electrochemical catalyst for exhaust gas cleaning which displays a catalytic function without using a noble metal. <P>SOLUTION: A first substance 10 is composed of mixed conductive La<SB>0.65</SB>Sr<SB>0.35</SB>MnO<SB>3</SB>etc which have both ionic conductivity and electronic conductivity. The surface of this substance 10 carries a second substance 21 of the reduction side composed of TiO<SB>2</SB>etc. and a second substance 22 of the oxidation side composed of CuO etc., as second substances 21 and 22 of not less than two kinds composed of a metal or a metallic oxide.
