PROBLEM TO BE SOLVED: To provide an IO cell in which the input terminal can be connected easily to a fixed potential terminal, and to provide a wiring method. SOLUTION: The IO cell 1A has a signal input terminal 11 arranged at the end of a cell, a circuit portion 12 receiving a signal from the signal input terminal 11, a VDD line 13 laid over the cell width, a VSS line 14 laid over the cell width, and a VDD potential terminal 15 connected with the VDD line 13 and arranged at the same cell end as that where the signal input terminal 11 is arranged.
