PROBLEM TO BE SOLVED: To provide a toilet roll manufacturing method and its manufacturing facility for preventing a tail part of a toilet roll from being folded stably and forming a picking margin of a rolled sheet securely without being affected by external factors such as humidity. SOLUTION: In this toilet roll manufacturing method for forming a tip part of a tail part 10 of sheet as the picking margin 10A and letting the tail part 10 adhere to an outer peripheral face of a paper log 100 while leaving the picking margin 10A, paste is applied on the outer peripheral face of the paper log 100 while the tail part 10 is sucked and fixed, and then the paper log 100 is rotated to wind a sheet so that the tail part 10 adheres to the outer peripheral face of the paper log.
