PROBLEM TO BE SOLVED: To provide a technology capable of easily particularizing users during utterance from users not making statements even when a plurality of users make statements at the same time. SOLUTION: A user terminal 1-1 detects users whose utterance is started and users whose utterance is finished on the basis of voice data or the like transmitted from user terminals 1-2, 1-3 being participants' terminals taking part in a conference. When the configuration of users making statements at the same time is changed, the user terminal 1-1 transmits control information including identification information for identifying the users making statements to the user terminals 1-2, 1-3. The user terminals 1-2, 1-3 particularize the users making statements on the basis of the control information and display information of the users making statements and information of the users not making statements in different forms.
