PROBLEM TO BE SOLVED: To provide an integrated circuit designing device for improving precision and efficiency in the design of an integrated circuit. SOLUTION: This integrated circuit designing device is provided with an input part 20 for inputting the information of physical shapes relating to desired wiring and elements in first circuit diagram data as the physical shape information of wiring and elements; a circuit figure data generation part 30 for generating a wiring symbol and an element symbol having the physical shape information based on the physical shape information input by the input part, and for generating second circuit diagram data having the wiring symbol and the element symbol by associating them with a mask pattern; and a circuit simulation part 40 for executing circuit simulation by using the second circuit diagram data.
