PROBLEM TO BE SOLVED: To dispense with or disuse spraying of an antifreezing agent by rationally and sufficiently preventing the occurrence of traffic trouble caused by freezing or the like of a bridge road surface while minimizing energy consumption, and installing a freezing restraining device very easily regardless of a newly installed one or an existing one. SOLUTION: A sheet-like heating body 5 is bonded to a lower face 221 of an upper floor slab 22 facing a closed space 27 of a box girder bridge 2, and the inner side faces of both sidewalls 24, 25 are covered with heat insulating layers 6, 6 to shut off the escape of heat. Heat is restrictively supplied to the upper floor slab while using the closed space as a heat storage space. A lower floor slab 23 receives long wave radiation from the river side to contribute to the temperature rise of the closed space. Heat supplied to the upper floor slab from the sheet-like heating body raises the temperature of the road surface 21 to be equivalent to the road surface of an access road.
