PROBLEM TO BE SOLVED: To provide a vehicle parking device and an elevator stably operable with simple configurations. SOLUTION: Instead of a conventional elevator, this elevator is provided with a cable capable of suspending a lift cage in a hoistway extending vertically along a storage shelf, a hoisting device having a driving wheel, a driving mechanism, and a counterweight, and an auxiliary hoisting device having an auxiliary driving wheel, an auxiliary driving mechanism, an auxiliary counterweight, an auxiliary cable, and a clutch mechanism. The clutch mechanism can connect a rotary shaft of the driving wheel with a rotary shaft of the auxiliary driving wheel or separate them from each other. The cable is wound around the driving wheel, one end on one side of the cable lowered below is connected with the lift cage, and an end part on the other side lowered below is connected with the counterweight.
