PROBLEM TO BE SOLVED: To solve a problem that when a surfactant having excellent hydrophilicity is applied to the uppermost surface of an article, since the retention time of the chemical species on the surface is short, the chemical species is immediately eluted and a time for exhibiting antifogging properties is short. SOLUTION: A coating film composed of a urethane resin having water absorption properties is formed on a substrate and is coated with a coating solution for providing hydrophilicity. Since the coating solution is obtained by mixing a surfactant with an organic isocyanate and a solvent containing a hydroxyketone, a surfactant containing at least an isocyanate reactive group is used as the surfactant.
