PROBLEM TO BE SOLVED: To provide a cutting insert, improving the surface roughness of the inner wall surface of a machined hole and a cutting tool where the cutting insert is mounted. SOLUTION: This cutting insert 10 is mounted on the cutting tool adapted to cut the inner wall surface of a prepared hole provided in a work material to form a machined hole. The cutting insert, the outline of which is like a polygonal plate, has a polygonal surface and a side surface intersecting the polygonal surface, and a cutting blade 15 is provided on the intersecting ridge line part between the polygonal surface and the side. A corner rounded part 17 is formed at the corner part 11A of the polygonal surface, and a linear blade 18 inclined inward from one cutting blade 15 seen from the opposite side to the polygonal surface is formed between at least one cutting blade 15 of a pair of cutting blades 15 intersecting at the corner part 11A and the corner rounded part 17.
